Smart MEZ™ is a common facility centre where key livelihood and skill development activities are established, together with common services for the villagers. The livelihood activities may include off-farm and/or non-farm microenterprises. These activities are village-specific and must be customized according to local resource availability. Backward and forward marketing linkages for these products are also provided. The training centres, for instance computer training or children’s education, at the MEZ focus on creating skilled youth in the villages geared towards local employment and micro-entrepreneurship.

For financial viability and sustainability of the livelihood, microenterprise and citizen services, the Micro-Economic-Zone is established at a cluster level (Hub). Interventions such as agricultural, water, sanitation, civic services and raw materials production/collection, are implemented at the village-level (Spoke). This provides an aggregated and cascading framework for supply-chain and market linkages to catalyse economic development of the entire panchayat.
